Increasing the integrity of elections and sustainability of political parties – study for five Albanian municipalities

This Problem Assessment Report assesses the main needs of citizens in five municipalities in Albania before the local elections of May 2023. Its primary goal is to identify the key problems perceived by citizens and to share and inform the candidates for mayors and local officials to prioritize the relevant solutions in the upcoming local government policies.

Summary

This report, developed by the Qemal Stafa Foundation, the think tank of the Socialist Party of Albania, aims to provide critical insights and inform future local governance strategies. Utilizing a quantitative research methodology, the report is founded on data gathered through extensive field surveys and questionnaires, which were processed and analysed to provide actionable recommendations for Socialist Party candidates in five municipalities: Shkoder, Lezhe, Durres, Elbasan, and Korçe. Gender mainstreaming has been an integral part of this methodology, ensuring that the needs of all demographics are considered. 

The report identifies the most pressing issues facing these five municipalities, which have been communicated to the relevant candidates and local officials within the Socialist Party. These identified challenges will serve as focal points for the development of local policies for the 2023-2027 local government mandate.
