This report monitors and evaluates the inclusion of underrepresented groups, including youth and minorities (such as Roma and Egyptians), in the May 2023 local election processes in Albania. It provides relevant information for the public, political parties, and the Central Electoral Commission (CEC). 

Additionally, the report assesses the transparency of the candidate selection process, examining the profiles and qualifications of candidates. It also introduces an index to measure the overall integrity of the electoral process, offering valuable insights into the extent to which inclusivity and transparency were upheld during the elections. 

The report concludes with targeted recommendations for political parties and the CEC, urging them to improve the inclusion of underrepresented groups and enhance transparency in the selection of candidates for local councilors and mayors.
