Terms of reference for adaptation of “The Academy” content for the website

Introduction
In 2023 WFD launched a FCDO-funded project operating in five countries: Albania, Bosnia and Herzegovina, Serbia, Montenegro, and North Macedonia, and coordinated through a regional Western Balkans office based in Belgrade.
The regional program titled: "Western Balkans Stability Programme: Investing in Democratic Resilience" focuses on three components of work:
• Transparent and impactful democratic institutions.
• Inclusion and representation of marginalised groups, including women and youth;
• Strengthened attitudes, tools, and resources to resist external and internal influences.
Objectives
WFD in Montenegro is currently working on a "Democratic Resilience – Building Transparent and Inclusive Models in Montenegro " initiative that focuses on political parties as the most influential and vocal actors in Montenegro. They face many issues in their everyday functioning on both inter and cross-party levels. So far, WFD has managed to work with a limited number of parties in Montenegro through the Mapping and Assessment of Political Parties (MAPOM), which represents a deep and extensive analysis of internal party functioning. As a follow-up activity of the MAPOM research in Montenegro, we decided to provide support and foster political parties' democratic development, improve their financial accountability, and more inclusive internal policies by addressing issues that have been recognised throughout the report.
Throughout this project activity, WFD will work with the party to develop an online Academy that aims to elaborate on the values, norms, and points of view on important topics for the Montenegrin society in order to enable their members to better comprehend these elements of party functioning. Therefore, the WFD Montenegro is seeking a company/organisation/agency to adapt the content of the Academy to the online format suitable for website.
Timelines
Deadlines listed in the table below assume contracting is completed by February 15th. If contracting with the vendor/consultant/organization is concluded after this date, the deadlines will be adjusted accordingly. The online format of the Academy should be delivered and presented to WFD by the following deadlines:

Key Deliverables
The selected company/organization is expected to convert the content of the Academy and adapt it to the online format previously agreed with WFD and the party. The proposed online format should be suitable for website hosting. The content should be adapted so it is user-friendly, attractive to the viewer, and aligned with the design of the website and party branding. A portion of the content should be adapted in video format. Therefore, the overall adapted content should be suitable for user control if necessary (scroll forward, return to the slide, stop and return to the slide that was last viewed etc); the content should be imbedded in attractive manner (different transitions, pop up content etc).
Key deliverables therefore include:
- Adapting the content on Academy to the online format;
- Uploading to the website
Offer and Payment terms
The offer-proposal for the adaptation of Academy content for the online format, and the budget for preparation of the Academy should be inclusive of the adaptation of the content, software creation, the embedding of the content, organization of all relevant meetings. All costs should be inclusive of VAT.
- The consultant/s travel expenses, meeting organization costs, accommodation and boarding costs, draft report preparation, meal allowances, and any incidentals for preparing the Academy are the sole responsibility of the company/consultant. WFD will not be covering any of the above expenses and the budget provided is inclusive of these costs.
- 30% of the approved budget will be provided upon signing the contract to ensure effective execution of the tasks. 70% upon successful completion and delivery of the survey.
Application details
Interested organizations in their application should send:
• Detailed methodological explanation of online adaptation of the Academy and suggested format
• Detailed proposed budget for the activity, outlining all expenses in both Euro and British pound inclusive of VAT.
• A one-page document listing the experience of the organization/company relevant to this work should be prepared.
• A track record of previous work with WFD under a similar methodology and quick turnaround in delivering the task will be considered an additional asset.
