Request for quotes: Business Central consultancy, training and Jet Reports development

Summary
Westminster Foundation for Democracy (WFD) is seeking a consultancy to provide training and configuration support for our Dynamics Business Central implementation. This includes upskilling our finance team to effectively use Dynamics Business Central, configuring the system to meet our organisational needs, and developing and handing over Jet Reports with accompanying training.

Westminster Foundation for Democracy (“WFD”) is the UK public body dedicated to supporting democracy around the world. Operating internationally, WFD works with parliaments, political parties, and civil society groups as well as on elections to help make political systems fairer, more inclusive and more accountable.

Aim of this Request for Quotes
WFD is issuing this Request for Quotes (“RFQ”) to a range of potential suppliers of goods and/or services and would welcome a proposal or quote from you/your organisation.
This engagement will involve training key finance staff, configuring our Dynamics Business Central instance, and developing Jet Reports that align with WFD’s reporting requirements. The supplier will also be responsible for ensuring the handover of newly built reports, equipping key staff with the necessary skills to maintain and update reports as organisational needs evolve.
WFD intends to procure a block of 160 consultancy and training hours, payable on a consumption basis. The total value of this engagement will not exceed £24,999 excluding VAT. Hours will be drawn down as needed, with each use subject to prior written agreement between WFD and the supplier. This arrangement is to ensure flexibility in service delivery while maintaining clear accountability and cost control. The supplier is expected to track and report on hours utilised, providing regular updates to WFD to support effective management of the engagement.
Quote submission
All proposals or quotes should be submitted by 23:00 2 March 2025 in writing and include:
- The supplier’s name, status, company number, and registered office address
- An overview of the supplier’s relevant experience, expertise, capability and capacity
- A description of the good(s) or service(s) to be provided and clear explanation as to how this meets the specification in this RFQ
- A transparent quotation of the charge for the good(s) or service(s), in sterling, to include: a clear breakdown of all costs including daily rate card of staff working on this assignment; any proposed discount applied for WFD as a not-for-profit organisation; and a separate identification of any VAT charges (and/or any other applicable tax, excise or other charges).

Detailed specification
Objective
The objective of this engagement is to provide training and configuration support for WFD’s finance team to maximise the use of Dynamics Business Central. The engagement will focus on functional training, system configuration, and Jet Reports development, ensuring that WFD’s finance team has the necessary skills to maintain and enhance financial reporting as needed.
Scope of work
- Deliver targeted training sessions on key Dynamics Business Central functionalities, including invoicing, customer payments, vendor payments, purchase processes, chart of accounts, financial reporting, and technical administration.
- Configure Dynamics Business Central settings to align with WFD’s operational needs, including invoice reporting, deferral templates, approval workflows, bank reconciliations, and security settings.
- Develop and refine Jet Reports, ensuring alignment with financial reporting requirements.
- Conduct feasibility workshops for additional modules such as Continia Document Capture and Expense Management.
- Provide consultancy on optimising Dynamics Business Central’s licensing, security, and environment management.
- Ensure a structured handover, including training on maintaining and updating Jet Reports.
Deliverables
- Dynamics Business Central training sessions for finance and technical teams.
- Configuration of key Dynamics Business Central modules, including invoicing, payments, bank reconciliation, and financial reporting.
- Development of Jet Reports aligned with WFD’s reporting needs.
- Feasibility assessments for additional Dynamics Business Central modules.
- Documentation and handover training to enable ongoing internal maintenance of reports and configurations.
Timeline
The engagement is expected to start on 1 March 2025, with key milestones delivered by 31 March 2025. The engagement is expected to be completed by 31 March 2026. A detailed work plan will be agreed upon at the start of the engagement
Reporting
Regular check-in meetings as agreed upon with WFD.
Working arrangements
The assignment may be conducted remotely. Any consultant(s) working on this assignment must be located in – and processing data within – the UK.
Payments

Minimum experience and expertise
- A proven ability and commitment to share knowledge with permanent staff in the delivery team.
- Familiarity with relevant industry standards relating to information management systems and security (e.g. ISO 9001:2015, ISO 27001:2022)
- Valid Cyber Essentials or Cyber Essentials Plus accreditation.
- Key staff members to hold relevant Microsoft Dynamics Business Central certifications
- A minimum of 5 years’ experience supporting Business Central deployments
- A minimum of 5 years’ experience supporting Jet deployments.
