Political Inclusion Fellowship: Video Documentation of Personal and Group Leadership Projects
WFD is seeking a skilled and creative partner to produce video documentation that highlights the achievements and impact of the Political Inclusion Fellowship program.
About WFD
The Westminster Foundation for Democracy (WFD) is the UK public body dedicated to supporting democracy around the world. WFD works in partnership with political parties, parliaments, and civil society organisations to create fairer and more inclusive, accountable, and transparent political system. WFD strengthens the capacity of these key democratic institutions, helping ensure they have the systems, knowledge, and skills to perform effectively. WFD also fosters improved democratic processes, bringing together individuals and institutions, and encouraging them to work together to solve concrete problems, applying democratic values and principles.
WFD’s work on women’s political leadership considers the social, cultural, economic, and political factors that stop women from fully participating in politics and governance. We work with partners to develop systems and strategies that challenge and transform them. Our programmes help to embed gender analysis throughout all aspects of parliamentary business, support women's political leadership and end violence against women in politics (VAWP).
ASEAN WPL Phase II
Within an 18-month implementation period between March 2022 and August 2023, WFD has significantly enhanced the inclusiveness of the political landscape in Indonesia, Thailand, and Malaysia through the first phase of its ASEAN Women’s Political Leadership (ASEAN WPL) Phase I, funded by Global Affairs Canada (GAC). This programme connects and supports a diverse group of politically active individuals. This included members of parliament, women candidates, party leaders, officials, and male allies, along with representatives from civil society and the media across Southeast Asian countries.
In the region, one of the major successes was the enhancement of regional collaboration and the establishment of strong networks among women politicians in the region. These networks were instrumental during Indonesia’s 2023 presidency in the ASEAN Inter-Parliamentary Assembly (AIPA), where WFD's engagement led to the Indonesian parliament endorsing a resolution on enhancing ASEAN resilience through women leadership. This resolution, a significant milestone, underscores Indonesia's commitment to gender-responsive governance. The programme's influence extended beyond Indonesia, inspiring similar initiatives in other ASEAN countries and creating a ripple effect that bolstered women's political leadership across the region.
In 2024, the ASEAN WPL Phase II programme aims to advance equality in politics and wider society in ASEAN countries, specifically Indonesia, Laos, Malaysia, and Thailand. The programme focuses on creating an enabling environment for politically active women to participate and exercise leadership in national, local, and regional politics. It addresses barriers different types of barriers, and violence, including discrimination and harassment, against women in politics. The programme supports the goals of increasing women's representation in politics, protecting women from violence, and promoting gender equality in laws and policies. Building on the successes of Phase I, Phase II plans to introduce systematic data collection on VAWP, connect women political leaders for learning and advocacy, and explore economic inclusion for women's political leadership. The programme seeks to build an enabling environment and promote gender equality in politics at the national and regional levels.
ACTIVITY SPECIFICS
Political Inclusion Fellowship
WFD’s Political Inclusion Fellowship is a transformative programme designed to enhance leadership capacity and promote equitable political participation. The fellowship brings together 15 emerging leaders from diverse backgrounds who are committed to driving inclusive change within their political and social contexts. Through the programme, fellows gain practical skills, mentorship, and knowledge to address systemic barriers to political inclusion. The fellowship emphasises the importance of inclusive governance, gender equality, and collaborative leadership, empowering participants to create meaningful impact in their communities and beyond.
A core component of the fellowship is the implementation of Personal Leadership Projects (PLPs) and Group Leadership Projects (GLPs). Fellows design and execute PLPs to tackle individual challenges in their local contexts, applying the skills and strategies learned during the fellowship. Building on this foundation, the GLPs encourage collaboration as fellows work in small teams to address larger systemic issues. These projects not only showcase the fellows’ leadership growth but also contribute to advancing inclusive policies and practices, reinforcing the fellowship's commitment to fostering sustainable, democratic change.
To amplify the impact of the fellowship and ensure the stories of transformative leadership are shared widely, WFD is conducting this Invitation to Tender (ITT) to document the PLP and GLP delivered by the fellows. By capturing these projects on video, WFD aims to showcase the tangible outcomes of the fellowship, highlight the fellows’ contributions to advancing political inclusion, and inspire further engagement from stakeholders. This documentation will not only serve as a powerful advocacy tool but also celebrate the achievements of the fellows while reinforcing WFD’s commitment to fostering inclusive and democratic governance.
Deliverables and Timeline
WFD is seeking a creative and experienced partner to document and highlight the achievements and impact of these projects. The selected partner will produce high-quality video coverage for 15 PLP and 5 GLP mini projects, with following specification:
- PLP Video Coverage
- Documenting individual fellows and their 15 personal projects
- Period of PLP implementation December 2024 – January 2025
- To be presented in the Fellowship Forum 2 (22 January 2025
- GLP video coverage
- Highlighting the collaborative efforts of fellows across 5 group projects
- Period of GLP implementation
- To be presented in the Fellows’ Graduation Forum (18 June 2025)
- Create 3–5 individual video profiles for WFD’s #DemocracyCan campaign which showcase the fellows’ experiences in overcoming barriers to political participation and their contributions to inclusive governance.
- All products should be finalised and submitted to WFD by 30 July 2025
Budget
The budget proposed by interested applicants must not exceed a maximum of GBP 3,000 (three thousand British pound sterling) or the equivalent value in local currency (Indonesian Rupiah).
The successful applicant(s) will be responsible for administering their own taxes in accordance with applicable local laws. Certain land transportation and refreshment expenses may be reimbursed with receipts given prior written approval from WFD to the maximum limit of Rp 5,000,000 covering the full duration of the contract.
Timeline
Applicants are encouraged to propose a timeline that aligns with their workflow and process. However, the proposed schedule must adhere to the deliverable deadlines set by WFD. We welcome alternative time frame proposals given sufficiently strong justification.
