Call for two experts to support SAI of Montenegro to develop a safeguarding policy

The purpose of the assignment is to support the WFD Office in Montenegro in providing support and guidance to SAI in developing their safeguarding policy through presenting best practices and basic safeguarding principles.

Background

In 2023 WFD launched a FCDO-funded project operating in five countries: Albania, Bosnia and Herzegovina, Serbia, Montenegro, and North Macedonia, and coordinated through a regional Western Balkans office based in Belgrade.

The regional program titled: " Western Balkans Stability Programme: Investing in Democratic Resilience" focuses on three components of work: 

  • Transparent and impactful democratic institutions. 
  • Inclusion and representation of marginalized groups, including women and youth. 
  • Strengthened attitudes, tools, and resources to resist external and internal influences. 

WFD in Montenegro is currently working on a project titled "Increasing transparent and accountable managing of public finances“ that focuses on improving the capacities of the State Audit Institution of Montenegro (SAI) and the better impact of their audit reports as a key mechanism of control of state institutions. 

WFD has a robust policy on safeguarding and aims to introduce these principles to their partners. As a longstanding partner of WFD and given their role and status in the country, SAI Montenegro has expressed readiness to formally introduce safeguarding principles in their work, starting with developing a safeguarding policy. 

Assignment

The purpose of the assignment is to support the WFD Office in Montenegro in providing support and guidance to SAI Montenegro in developing their safeguarding policy through presenting best practices and basic safeguarding principles through training and mentorship. 

The experts will play a vital role in guiding participants through essential safeguarding concepts, encouraging engagement, and fostering an environment of trust and learning. The workshop will be used also to draft the structure of SAI's Safeguarding policy, which will be then finalised by SAI with support of experts through online mentorship and guidance. 

Deliverables

  • Review existing policies and legislation
  • Online consultations with WFD and SAI\
  • Prepare a curriculum for the two-day workshop, including best practices and concrete examples of safeguarding policies for similar institutions; 
  • Lead the workshop, presenting information in an engaging and interactive manner, adapting the delivery style to accommodate different learning styles and participant needs,
  • On the basis of the workshop, develop the structure of the Safeguarding policy
  • Online mentorship to support SAI in finalising the Safeguarding policy. 
  • Provide a short report presenting main achievements and challenges, as well as recommendations for the next period.
     

Timelines and working hours

In order to complete the assignment, 10 working days are agreed per expert. Additional working days can be agreed as required and annexed to this agreement.
