Background

Westminster Foundation for Democracy (WFD) has been working in partnership with the Algerian Parliament since 2017, exchanging on parliamentary work and best practices.

WFD seeks to commission a context analysis to deepen its understanding of the evolving parliamentary and political landscape in Algeria, identify key stakeholders, and explore opportunities for engagement. The analysis will help shape future programming by providing insights into areas for collaboration within the parliamentary ecosystem while ensuring alignment with national priorities.

Purpose and objective

The primary objective of this consultancy is to support WFD’s strategic planning by providing a comprehensive understanding of Algeria’s parliamentary and political landscape. The analysis will cover both internal parliamentary dynamics and the ways in which parliament engages with external stakeholders to inform future initiatives. 

Scope of work

  • Understanding Parliamentary functions and internal collaboration: Explain how parliamentary actors contribute to key functions such as law-making, oversight, and representation. This includes detailing the roles and interactions of internal entities—such as parliamentary committees, administrative departments, and decision-making bodies—and illustrating how these structures work together within the legislative process, including their coordination with government institutions, advisory bodies, and CSOs.
  • Exploring external stakeholder engagement: Explain how parliament interacts with external stakeholders. This should cover:
  1. Government institutions: Identify relevant ministries and other governmental entities involved in parliamentary processes.
  2. Advisory bodies and CSOs: Describe the roles of advisory bodies and civil society organizations in providing oversight and consultation.
  3. Media engagement: Explain the role of the media in reporting on and engaging with parliamentary work.
  4. Specific entities: Clarify the differences between key bodies such as the High Council of Youth—which typically focuses on youth representation and policy advocacy—and the "Observatoire National de la Société Civile"—which monitors civil society trends and offers analytical insights.
  • Recommendations for collaborative engagement:
  1. Identify opportunities for WFD to strengthen collaboration with the Algerian Parliament including parliamentary committees, administrative bodies, advisory institutions, civil society organizations, and media representatives.
  2. Provide practical recommendations on structuring future cooperation that supports parliamentary capacity-building while ensuring respect for Algeria’s legal, procedural, and institutional frameworks, such as parliamentary regulations, national development strategies, and broader governance policies.

Deliverables

The consultant is expected to produce the following deliverables, ensuring alignment with the context and national priorities:

  1. Inception report:
  • Outlining the methodology, which should be participatory and inclusive, ensuring sensitivity to the national institutional framework.
  • Presenting a structured work plan for data collection and engagement, aligning with parliamentary priorities.
  1. Draft comprehensive report:
  • Stakeholder mapping and engagement analysis: Identifying key actors and their roles within the institutional setting.
  • Parliamentary dynamics assessment: Providing insights into relationships and opportunities for institutional engagement.
  • Recommendations for collaborative programming: Suggesting practical ways for WFD to work within existing partnerships to support parliamentary effectiveness.
  1. Final report:
  • Addressing WFD’s feedback on the draft report.
  • Presenting refined recommendations in line with parliamentary objectives.

Timeline and duration

This consultancy is expected to take up to 20 working days, with the following milestones:

Expected start date: 20 February 2025.

Draft report submission: 20 March 2025.

  • The consultant will receive feedback from WFD within one week of submission.
  • The consultant is expected to address and incorporate feedback into a revised version.

Final report submission: 31 March 2025.

Payment

The selected consultant will be awarded a contract based on their submitted financial proposal. Payment will be made in full within 30 days of invoice submission, contingent upon satisfactory completion and acceptance of all agreed deliverables by WFD.

Required skills and experience

The ideal candidate will have:

  • Proven expertise in conducting parliamentary analysis or similar research.
  • Strong understanding of Algeria’s parliamentary structures, legislative processes, and policymaking.
  • Experience working on parliamentary development, governance, or partnership-based programming.
  • An established network of contacts within key stakeholders, including civil society organizations (CSOs), media, and institutions such as the High Council of Youth (HCY).
  • Strong analytical and communication skills, with a record of producing high-quality reports.
  • Professional-level proficiency in written English.
  • Reside in Algeria, preferably in Algiers, to ensure contextual knowledge and accessibility.

  1. A technical proposal detailing the methodology and approach.
  2. A financial proposal with a breakdown of costs, inclusive of all applicable taxes.
  3. CV highlighting relevant experience.
  4. Examples of previous work in similar assignments.
