WFD conducts parliamentary induction programme in Maldives
Following the presidential election in September 2023 and parliamentary elections in April 2024, Maldives has undergone significant political changes. The elections resulted in a new president and new elected members of parliament. Among the 93 elected members of the 20th People's Majlis, there are many first-time MPs.
Induction program for newly elected MPs
For new MPs, understanding the legislative process, laws, regulations, and parliamentary procedures can be challenging. However, it is crucial for elected representatives to navigate these complexities in order to effectively fulfil their responsibilities. WFD has worked with the Maldives Parliament since 2019, providing technical assistance and capacity-building programs made possible by funding from the British High Commission in Maldives.
In line with its commitment to strengthening democracy, WFD organised a two-day induction program for the newly elected MPs of the People's Majlis, with funding from the British High Commission Maldives.
The activity equipped the newly elected MPs with essential skills and knowledge to effectively carry out their legislative, oversight, and representational duties. During the two-day programme, international and national experts from the Northern Ireland Assembly, UK House of Lords, WFD, National Democratic Institute, Transparency Maldives, Human Rights Commission of Maldives, and Ministry of Social and Family Development led various sessions.
In tandem, WFD Maldives is developing a People’s Majlis Knowledge Centre within WFD’s learning hub to ensure lasting access to induction programme content with refresher videos and access to material and guidelines shared in the programme.
Topics covered
These sessions covered various topics designed to enhance understanding of democratic principles and practices, and to improve the capacity of MPs to serve their constituencies better. The topics included:
- Legislative process
- Strategic committee planning
- Post-legislative scrutiny
- Ethics and conduct of parliamentarians
- Digital safety measures
- Constituent engagement
- Coalition building
- Promotion of human rights and inclusion
Feedback from facilitators and participants
The MPs considered the content of the programme to be highly relevant, and the facilitation very effective, with an interest to continue working with WFD and engage in similar sessions in the future.
Speaking about the induction program, the Deputy Speaker of the People's Majlis emphasised the importance of continuous learning and collaboration in strengthening parliamentary institutions.
“We must represent the voices of our citizens and advocate passionately for their interests. We must engage in evidence-based policymaking to address the pressing challenges of our nation.”
The British High Commissioner in Maldives Her Excellency Caron Rohsler noted, that “This two-day conference is not just an investment in parliamentary excellence but a commitment to nurturing democracy, integrity and responsible governance in Maldives.
